SUMMARY:2017 BCIL Annual Meeting
DESCRIPTION:We wish to invite you to BCIL’s Annual Meeting\, which will be held on Thursday\, November 16 at 6:00 p.m. at the state Transportation Building\, 10 Park Plaza in Boston. \nIn the past year\, we have spoken out and rallied for accessible and affordable housing\, the PCA program\, and MBTA services.  Since last December\, members of BCIL\, MassADAPT\, and other local groups raised the call to protect Medicaid (MassHealth). We’ve traveled to Washington DC\, Portland\, ME (the office of Maine’s Senator Collins)\, and Providence\, RI (rally around visit of VP Pence). We joined news conferences\, rallies\, marches\, vigils\, and protests; made phone calls and sent letters and Tweets; and were arrested in acts of civil disobedience. \nPlease join us as we look back on important successes and look ahead to another year of service and advocacy for independent living. \nOn the meeting agenda\, after a light meal\, will be brief business reports\, a review of the past year\, board elections and awards including the presentation of a lifetime achievement award to a BCIL member\, honorary awards recognizing local disability rights activists who staked a claim to true leadership on health reform\, and a BCIL staff award. SUMMARY:2017 BCIL Marie Feltin Award Ceremony
DESCRIPTION:This event honors individuals and institutions who exemplify the pioneering spirit of the late DR. MARIE FELTIN\, a tireless advocate for disabled and chronically ill patients. Marie was a founder of Boston’s Community Medical Group\, East Boston Health Center’s Home Care Program and the Urban Medical Group\, neighborhood healthcare services that focused on encouraging patients to become actively involved in their care as a critical means to bettering their health. Marie was always available for her patients and was a modern day pioneer in providing medical care to society’s most neglected and vulnerable populations. \nThe ceremony is held in support of BCIL\, and as a tribute to Marie’s legacy\, which epitomizes BCIL’s mission of empowering individuals with disabilities to take control of their lives and live independently. BCIL promotes the CIVIL RIGHTS of all people with disabilities and our ENERGIZED ADVOCACY and SERVICES support and help create EQUAL ACCESS to healthcare\, affordable housing\, accessible transportation\, and ADA compliance for thousands of Greater Boston residents each year\, leading many to jobs\, an education\, and SELF-SUFFICIENCY for themselves and their families.

DESCRIPTION:Introduction to the Overtime Policy \nFirst\, it is important for you to understand that the total amount of PCA hours that you are authorized to receive WILL NOT CHANGE. \nThe change is that you as the consumer/employer will need approval from MassHealth before scheduling your PCA to work overtime\, and your Skills Trainer can assist you in requesting this approval. \nIf your PCA works more than 40 hours a week for you\, or for both you and another MassHealth member\, you will either need overtime approval from MassHealth or you will need to adjust your PCA(s) schedule(s) or\, hire an additional PCA (or PCAs). \nMassHealth will issue Overtime Approval in one of the following cases: \n\nYou are authorized to schedule between 40 and 60 hours per week of PCA Service and you live with your PCA who provides all your care.\n You will need to apply for overtime approval once a year at the same time you receive prior authorization for services.\nYou need additional time to hire another PCA to ensure continuity of care\, so that your care is not interrupted while you look for and hire additional PCAs.\n You will need to apply for a Continuity of Care exception\, which is a short-term approval for an eight (8) week period.\nSubsequently\, all approved Continuity of Care exceptions will be authorized for 12 weeks.\nIf you need more time\, you can re-submit for another Continuity of Care\, which you must submit to your PCM at least 15 days prior to the end of your existing Continuity of Care overtime approval.\n\nAs your PCM Agency\, we will: \n\nExplain the new regulations to you and help you understand if the regulations affect you\nAssist you in filling out the overtime request form\, should you need it\nSubmit the completed overtime authorization form to MassHealth for review\nNotify you of MassHealth’s decision of your overtime request\nProvide Skills Training to you to help you understand the new regulations\nProvide Skills Training to you to help you recruit and hire additional PCAs\nNotify you when your overtime authorization is going to expire\n\nOVERTIME REQUEST FORM AND PROCESS \nYou have the following options for obtaining the Overtime Request Form and Instructions: \n\nThe form is available online on the MassHealth website:\n\nhttp://www.mass.gov/eohhs/docs/masshealth/provider-services/forms/pca-oaf.pdf \n\nThe form is available in person at PCM Agencies or we can mail or email the form to you\, or we can schedule a time for your FST to come to you\nThe form can is also available on your Fiscal Intermediaries website.\n\nFilling out the overtime request form: \n\nYou can fill out the form yourself; instructions are included on the form\nIf the instructions do not answer your question(s) or if you require assistance completing the form\, contact your Skills trainer here at your PCM Agency\nYour Skills Trainer can meet with you to assist you in completing the form\nYour Skills Trainer can assist you in filling out the form over the phone\, but you will still need to sign it in order to submit it to MassHealth\n\nOnce the overtime request form is completed: \n\nMail the form and related documents (if any) to your PCM agency\nOr\, Fax the form and related documents (if any) to your PCM agency\nOr\, Bring the form and related documents (if any) to your PCM agency\nOr\, you can schedule a time for your PCM agency to come to you to pick up the form and related documents (if any)\nOr you can scan and email the completed form and related documents (if any) to your PCM agency\n\nYour PCM Agency will: \n\nReview and submit the completed form to MassHealth within 1 business day of receiving your completed form.\nMassHealth will receive your form and make a determination on your request within 2 business days of receiving your completed form.\nYour PCM agency will contact you via phone within 1 business day of MassHealth’s decision. MassHealth will also mail a letter informing you of MassHealth’s decision to your home.\n\nApprovals: \n\nIf you received a one to one living situation overtime authorization\, you must:\nRequest approval to schedule overtime on an annual basis at the same time you receive prior authorization for services\nNotify your Fiscal Intermediary if you hire additional PCAs\, or your living situation changes.\n\n\nIf you receive a short term Continuity of Care authorization\, you must:\nRecruit and hire additional PCAs during the period of the Continuity of Care authorization\nIf you have either kind of approval to schedule your PCA to work overtime\, you must ensure that you do not schedule your PCA for more than the number of MassHealth authorized PCA hours.\nFor example\, if your PCA authorization is for 35 day and evening hours and 15 night hours\, you must make certain your PCA does not work more than 50 hours per week.\n\nDenials: \n\nIf you are denied for your PCA to work overtime you must:\nRecruit and hire additional PCAs.  Organize your schedule so that no one PCA is working more than 40 hours a week for you.\nShould you wish to appeal\, work with your PCM Agency to understand your appeal rights\, which are heard by the Board of Hearings.

This will restrict the ability of MassHealth members to freely change managed care plans to a 12 month cycle. This means a person will have a 90 day trial period\, but after that time will be stuck in a plan for an entire year unless they meet exemption criteria! DESCRIPTION:Friday\, June 24\, 2016\, at 10:00 a.m.\nASC Auditorium AS2.2102 in the Albert Sherman Center \nUMass Medical School\nUniversity Campus\, 55 Lake Avenue North\, Worcester\nMassHealth has just proposed restricting overtime hours that PCAs can work.  Here are some of the basic points around this: \n\nA cap on overtime usage is proposed to start September 1\, with PCAs being limited to 40 hours/week work\, though the state doesn’t anticipate full compliance will be feasible by then.\nAn exemption policy will be established.\nPCA overtime is costing the state in the range of $1 million/week.\n7\,300 consumers used PCAs who work over 40 hours/week.\nApproximately 6\,000 PCAs are collecting overtime pay.\nThe budget for the PCA program is now  $704 million\, of which half is reimbursed by the federal government.\n\nThe state has pledged to ensure continuity of care\, with MassHealth director Dan Tsai emphasizing that “All of us believe deeply in the PCA program.” There are no planned cuts in services.  But PCA consumers have expressed concern. \nCharlie Carr of the Disability Policy Consortium:\nI’ve been using PCAs to live independently for 41 years. The program was what I used to get out of a chronic care hospital that I had been living in for seven years so you can imagine how precious it is to me. The proposed MassHealth changes are dangerous and will result in people like me who need PCAs to live independently having to settle for less support and ultimately returning back to life in an institution. We cannot allow this to happen to us; please fight back! \nDan Greaney\, who’s used PCAs for decades:\nThe DRAFT regulations are outrageous\, unreal and capricious to the realities of the number of available “skilled” PCA workforce (members) required by a proportion of PCA consumers that have a higher level of care.  To think someone like me could just pick-up the phone to call any PCA to come (to my home) that has the necessary skills or ability to meet all my personal care needs isn’t a reality in the world I live in… \nIf you have comments or concerns on the proposed changes—and especially if you can provide detail on how it might specifically impact you—please share with us for our advocacy efforts. DESCRIPTION:The 1199SEIU Homecare Training Benefit invites you to a focus group for PCA (Personal Care Attendant) consumers/employers. The topic will be a new training program we are developing for PCAs for disability awareness. The curriculum will be used as part of the Homecare Training Benefit to educate PCAs. Your input is vital to making sure PCAs get the most useful training possible! (These are optional trainings\, separate from the new orientation for all new PCAs.) \nThe focus group will be on Tuesday\, March 15\, 2016. 11:00 – 12:00\, at BCIL (60 Temple Place\, 5th floor\, Boston\, MA 02111).
